QUANG NINH ON THE JOURNEY TO BECOMING A CENTRALLY-RUN CITY: A GOLDEN OPPORTUNITY TO ATTRACT FDI

I. Politburo Approval of the Policy — A Historic Milestone for Quang Ninh

In implementation of the Party's major policy regarding the promotion of decentralization and the restructuring of national urban development, on April 7, 2026, the Politburo issued Conclusion No. 20-KL/TW. This document approved the policy to establish a centrally governed city of Quang Ninh, based on the current administrative boundaries of Quang Ninh Province.

This outcome is the result of meticulous and rigorous preparation by the Quang Ninh Provincial Party Committee, following the locality's successful fulfillment of all seven criteria required for a centrally governed city. These criteria encompass population size, natural land area, urbanization rate, and the city's role as a driving force for regional and national socio-economic development.

The Politburo has tasked the Party Committees of the National Assembly and the Government with coordinating with relevant agencies to urgently finalize the necessary documentation and procedures. These are to be reported to the Party Central Committee and submitted to the National Assembly for consideration and decision in 2026—demonstrating the strong political determination of the entire political system.

II. Development Orientation — A Foundation for a Superior Investment Environment

In accordance with the orientation approved by the Politburo, the city of Quang Ninh will be developed based on a model that is green, civilized, modern, and rich in cultural identity. Its development space will be restructured to integrate urban areas, islands, and heritage sites, thereby forming a comprehensive and distinctive economic ecosystem.

The city is shifting from a dispersed development model to one that is multi-centric, integrated, and open, with growth driven primarily by science, technology, and digital transformation. Economic sectors are being developed in a synchronized manner, including the green economy, heritage economy, marine economy, border economy, night-time economy, and cultural industries.

Priority is being given to substantial investment in strategic infrastructure—such as expressways, the Hanoi–Quang Ninh high-speed railway, airports, international seaports, and smart urban infrastructure—to create a modern, seamless foundation for inter-regional and international connectivity.

III. Impact on FDI Attraction — An Unprecedented Opportunity

Quang Ninh’s official transition to a centrally-run city represents more than just a change in administrative status; it marks a structural turning point that creates breakthrough conditions for attracting foreign direct investment (FDI) across multiple dimensions.

As a centrally-run city, Quang Ninh will gain greater authority over project approvals, land allocation, and administrative procedures—significantly reducing the time and costs associated with market entry for foreign investors.

Connectivity Infrastructure — A Decisive Factor in Investment Location Selection: A strategic, comprehensive investment in high-speed rail, deep-water seaports, airports, and smart urban areas will directly address logistics challenges.
